[[set]] flood_ignore [ON|OFF]

This is part of the [[flood_control]] facility.

When ON, messages that are considered part of a flood are ignored; the 
client does not process them.

When OFF, messages that are considered part of a flood are not ignored;
they are processed as all other messages.
