* is a number from 2 to 36.
* is a base 10 number.
* If or are omitted, the empty string is returned.
* If is not from 2 to 36, the empty string is returned.
* If is not a number, 0 is returned.
* Otherwise, the return value is converted to base .
* Remember that has to fit into a (long) variable type.
======Practical:======
This is useful to convert a decimal number to binary, octal, or hex.

The of base 10 converted to the given .
The empty string if argument is omitted.
0 if the conversion was unsucessful.
